1.0 INTRODUCTION
The department was created to offer specialist medical care in various fields of Psychiatry to patients of all ages. The department also offers undergraduate and postgraduate training in Psychiatry.
1.1 Vision Statement
To be the foremost provider of mental health care services in the country, thus reducing the need for medical tourism.
1.2 Mission Statement
Our goal is to provide quality, prompt, courteous, empathic, confidential, comprehensive and effective services in a clean, conducive and patient-friendly environment.
2.0 QUALITY ASSURANCE POLICY
- Recurrent accreditation by the West African College of Physicians (in progress).
- Recurrent accreditation by the National Post-graduate Medical College of Nigeria (in progress).
- Peer-review with the Department of Psychiatry, University College Hospital, Ibadan.
3.0 STRENGTH OF THE DEPARTMENT
The Department is a United Nation Office on Drug and Crime (UNODC) accredited Treatment and Training Centre for Substance Use Disorders.
SERVICES PROVIDED BY THE DEPARTMENT OF PSYCHIATRY
A. Emergency services
- Referrals from GOPD
- Referrals from A&E triage
- Referrals from other hospitals
- Self presentation
- Patients brought by relations
- Patients brought by law enforcement (Police, Civil defence etc)
Emergencies are attended to at the psychiatry emergency room.
B. Non-Emergency Out-Patient Services
- Out patient clinics on Thursday (MOPD) and Tuesday (Private Wing)
- Family therapy
- Couple therapy
- Other counselling services
C. Consultation liaison services
I. Consults from other departments in the hospital
- Out-patient: MOPD
- In-patient: all hospital wards
D. Drug addiction treatment and training
- The National Hospital is a UNODC/FMoH designated focal point for training on drug addiction treatment.
- The Department of Psychiatry also provides a one month in-patient detoxification programme for patients with substance use disorders. This is followed by out-patient treatment and counselling.
- Brief intervention, Screening (Urine Toxicology)

- For employment
- To bear firearms
- For immigration/emigration purposes
- Certificate of fitness to adopt children
- Certificate of fitness for IVF
- Certificate of fitness for special surgeries
- TRAINING AND RESEARCH
- Residency training in Psychiatry
- Training of residents in other specialties (Internal Medicine, Neurology, Family Medicine)
- Training of medical student in psychiatry
- Training of students on Industrial attachment and Youth Corps members
- Observerships for medical students (local and international)
- Industrial attachment for undergraduate and Postgraduate students (Psychology, Social Work etc)
- Initiation and co-ordination of research in Mental Health and Substance Use Disorders.
4.0 OPERATIONAL GUIDELINES
- As contained in the Departmental Protocol of care.
- Ensure that all departmental services are carried out with the highest sense of commitment to appropriate empathy and efficiency.
- Free access of staff to all departmental policy documents and standard operating procedures
- Ensuring patient confidentiality and client satisfaction
- Prompt service delivery and best practice procedure
- Ensure proper record keeping of interaction with patients and their significant others.
- Ensure good inter-personal and intra/inter-professional relationships to ensure optimal outcomes
5.0 DEPARTMENTAL ACTIVITIES

- Twice-a-week Consultant’s ward-rounds (in addition to Consultant Emergency reviews as necessary)
Two specialist clinics weekly running simultaneously with Two (2) follow-up clinics weekly

- Weekly Post-graduate teaching meetings

7.0 HEALTH AND SAFETY POLICY
- To ensure appropriate patient documentation.
- To ensure proper staff identification.
- Ensure prompt adverse event reporting.
- Sharp-waste disposal must always be available close to nurses’ station.
- Work area must be well-lighted.
- Ensure daily patient update on care
- Ensure staff education on handling “difficult patients”
- Appropriate personal protective equipment must be available if required
- Ensure adequate chemical restraint of physically aggressive patients
- Ensure safe physical restraint if patient is at risk of danger to themselves or others.

According to the National healthcare delivery standards.
